Meeting called to order at 5:10 by Paul Shiro. He read the SBIG Mission Statement

Approval of Minutes

The minutes of the September 10, 2007 meeting were amended to add “and Eldwyn Park ” to suggestion of a test “off lease area”. Amended minutes were approved

Treasurer's Report

Current balance is $998.81. Membership dues and now due and payable at $25 per family and $50 per business

Announcements:

“Best in Shell”- dog show-Oct 13, 2007 at Dinosaur Caves Park

“City to the Sea ½ Marathon ”- Oct 14, 2007 ending at Dinosaur Caves Park-Katchy noted that Shell Beach Rd was trashy near El Portal. It was suggested that Brian Henson of Maintenance be contacted.

New Business:

“Streetscapes”-City Council reception to idea is very positive. A grant of $40,000. for planning was added to the original budget of $20,000 for a total of $60,000.

Kudos were extended to Laurie Cummings and Dave Jewell for their work and presentations to the Council. Theresa McClish is managing project with David Foote of FIRMA. David's firm will team up with Katie O'Reilly Rodgers. They will collaborate, divide up the tasks of the project and present a budget plan of what could be implemented in what would be a first phase. David finds that our project is similar to the Garden St. project in SLO in that he will be working towards a “grass roots vision” with the input of merchants and community members. He has looked at our Specific Plan. He may need a topographical survey. Participants will be orientated. There will be visual aids; maps and a slide show. Technical information of the area will be presented in order to start out with “reality” The first community workshop is January 23, 2008, participants will be broken up into teams. Ideas and alternatives will be honed down in the second workshop on March 5, 2008 . It is important to get feedback from the community, also to explain why certain ideas are not used. Notification of the community is imperative. An informal survey before the workshop was suggested. The following were mentioned as means of “getting the word out”:

Also, refreshments should be served and perhaps we can have a raffle.

Drainage issues are not to be the motivating factor of workshops. Undergrounding of utilities is slated for 2010, depends on federal funding.

-“Web Site/Logo-Content Committee formed with Rick Turton, Katchy Andrews, & Laurie Cummings. Bring Logo ideas to next meeting

-”Newsletter”-must get out within 2 weeks- submit content to Susie- informal survey should be included

-“Neighborhood Watch”-Officer Cortez will get back to us. Police don't really want to be involved. Paul will go to Council. Need for “safe places” for children, concerns about second homes discussed.

-“Trash Can Up-date”-Discussion of concerns regarding condition of cans from Santa Maria, transportation of cans, expense of emptying cans, need for recycle cans, sponsorship. Purchase of new cans was brought up again. Bernie Suttle and Charlene West will write a proposal for City Council to start with 4 cans on Shell Beach Road .

-Joint session of Planning & City Council to discuss holiday rentals coming up
