September 10, 2007

Meeting called to order at 5:15 by Paul Shiro.

Approval of Minutes

The minutes of the August 13, 2007 meeting were amended to correct amount in treasury to $658.55. Amended minutes were approved

Treasurer's Report

Current balance is $818.55. Membership dues and now due and payable at $25 per family and $50 per business

Announcements:

-“ Shakespeare” group coming back next year to perform at Dinosaur Caves Park . They enjoyed their stay here. At least ½ of audience was from out of town. Tony Hyman reported.

-Radar Sign is down due to solar panel- City Council will be getting new battery. Dave Jewell reported.

-Fossil Point Project- the old tank farm in Avila has lots of contamination-County feels an emergency exit road would too expensive and difficult ti build. Still much discussion on what to do on this site. Katchy Andrews reported.

New Business:

-“City to the Sea ½ Marathon” – the last 3 miles will be run on Shell Beach Road ending in Dinosaur Caves Park. Jani Johnson from Cuesta College requested volunteers to help at each village street on race day, Oct. 14, 2007

-Mesquit Building-medical family practice will be there once work is finished. No plans yet for awning removal.

- Shell Beach Chevron- to be demolished by Chevron- lot required to be fenced with vinyl clad fencing. Property owned by a Texas trust. It will be vacant. Any plans for its use will have to go to public hearing. Uses for land may be applied for by community.

-concern expressed for corner of SB Rd. and Avila Dr.- unauthorized vendors using land

-Trash Cans- Dave Jewell reported that Charlene West found that the City of Santa Maria had 19 trash cans available, 16 of which are in good shape, they may need new liners and tops but we can have them! They could be used in our streetscape. Discussion- sponsorship of cans, hire artist to decorate one as start-perhaps an art class project.-need to pick up and store cans- Shelley will talk to Kevin- Charlene to check with Meat Head Movers to donate service for good press.

-Mutt Mitts- Dispenser costs $60,m need 4X4 post, mitts cost $60 for 800. City will not put them up on private property. Shelley reminded us to be “realistic” in what we ask from the city, to be clear. Rick Turtin volunteered to find the current locations of the mutt mitt dispensers and identify locations in need of additional dispensers. We have ear-marked 4 locations, Boeker, Montecito, Palisades , and Esparto.

-“Off-Lease Areas”- generally positive feeling if dogs owners self-police, if request is made through proper channels, if owners are organized and dogs controlled. Marilee suggested a test of “dog time” at Dinosaur Caves Park .

-“Best of Shell”- Clayton Connolly updated us on the event coming up on Oct 13, @ Dinosaur Caves Park, organizers have chosen a specific beneficiary, a yound pet shop owner suffering from Crohn's disease.

-Specific Plan-Carolyn Johnson, Planning Manager of the City of Pismo Beach reported that only one proposal was received. Two design firms, FIRMA and Office of Katie O'Reiller Rogers, ASLA, elected to team up. Copies of proposal were passed out. This team will be interviewed on Friday, September 20. Discussion- have these firms ever worked together before? We want principals to be “hands-on”. Ask firms for suggestions to promote community involvement, including ALL of Shell Beach , not just the village. Budget is $20K.

-Selected consultant team principals will meet with SBIG for an overview of the process of community involvement.

Final Words

Bernie Suttle concerned about the proposed water rate increases. He wants to see justification for increases. Shelley mentioned meeting on the 16 th where need for the increase will be explained.
